18 Carriers were heavily fined by MOC

China’s Ministry of Communication (MOC) fined 1.35 million Yuan from 18 carriers under ISAA(Informal South Asia Agreement), IRSA(Informal Red Sea Agreement), IADA(Intra-Asia Discussion Agreement) & IRA(Informal Rate Agreement) for the following reason:
- Violating rules to raise terminal handling charge level in South China starting from May 15, 2007;
- Without filing the liner organization charter;
- Without consultation with shippers;
- Without reasons for raising THC level.
MOC announced that the collective agreements established by ISAA & IRSA are invalid. MOC also seriously warned ISAA secretariat for falsifying the filing documents.
The 18 carriers that were fined are:

- EVERGREEN
- CMA CGM
- OOCL
- HAPAG LLOYD
- APL
- NYK
- TOKYO SENPAKU KAISHA
- SAMUDERA
- MOL
- PIL
- WANHAI
- HYUNDAI
- YANGMING
- THE SHIPPING CORP. OF INDIA
- COSCO CONTAINER
